Everybody’s Talking About Monroe

From economic development journals to national real estate companies, over the last few years the Monroe metropolitan area has been receiving glowing reviews.

In 2010, the Monroe housing market was ranked in the top ten buyers market in the United States by Housing Predictor for a twelve month change in home values of 6.3%. This occurred at a time when housing values across the U.S., were dropping by as much as 35% in some locations.

Also in 2010, This Old House ranked Monroe as one of the best places to buy an old house in the south and one of the Best Old House Neighborhoods in the South.
The area that was recognized is called “the Garden District”. It is an area with lovely homes built between the 1800s and 1950s. The styles include Tudor, Spanish Mission and Craftsmen. Describing the neighborhood, the magazine wrote “It's the kind of neighborhood where the kids all walk to school and young families host rotating dinner parties.”

Both Coldwell Banker Real Estate and The Truth About Realty.com listed Monroe as one of the most affordable college towns in the U.S. Monroe ranked 7th in The Truth About Realty.com listing and 34th in the Coldwell Banker listing in 2010.

In the last few years, the Monroe Metropolitan Statistical Area has seen a flurry of economic development activity as new businesses have opened or expanded in the region. In 2010, Site Selection Magazine recognized the Monroe region as one of the top ten for economic development among metropolitan areas with populations of less than 200,000. In addition, Southern Business and Development ranked Louisiana as the State of the year in 2010, reflecting positive developments throughout Louisiana. In 2010 Milken Institute rated Monroe 103 in their Best Performing Cities ranking, which looked at job and wage growth in the top 124 smaller cities in the United States.

With the expansion of Gardner Denver Thomas, Affiliated Mortgage, CHASE, Foster Farms, Con-Agra Lam Weston, DG Foods and CenturyLink and the development of Next Autoworks, the Monroe Metropolitan Statistical Area will continue to receive national attention throughout the coming years.

Monroe/Ouachita Parish

In the later 19th century, the city of Monroe looked much like other southern communities with an agricultural based economy. None the less, the community prospered and by 1882 boasted 75 commercial enterprises.

The twentieth century was a time of steady growth for Ouachita Parish. The discovery of the Monroe natural gas field in 1916 brought new industry to the region and ushered in a time of prosperity for the community. The Monroe Little Theatre, the Monroe public transit system, the University of Louisiana at Monroe, the Twin City Symphony and the Monroe Chamber of Commerce trace their beginnings to this time.


There is something about the environment in Monroe that fosters and encourages entrepreneurial development. In 1913, Coca Cola was first bottled here by Joseph A. Biedenharn, a local businessman. Later, he opened the first Coca Cola bottling plant here in Monroe, as well. In 1925, Mr. Biedenharn joined a group of enterprising gentlemen who purchased a crop dusting business and added 18 airplanes. At the time, it was the largest privately owned fleet in the world. In 1929, the company would give birth to Delta Airlines, which now has over 160 million customers throughout their global network that provides service to 350 destinations in 70 countries and 6 continents.


In 1930, William Clarke and Marie Williams purchased the Oak Ridge Telephone Company for $500. They ran the business out of their front parlor so the family could man the switch-board 24-hours a day. Today, through growth, mergers and acquisitions, that business, now called CenturyLink, has become the largest Independent Telecommunications Provider and third largest telecommunications provider in the United States with over 18 million access lines nation wide. Centurylink has approximately 49,000 employees and operates in 37 states.


In 2010, Next Autoworks, a new American car company that will introduce a safe, high-quality, fuel-efficient car for the U.S. market announced that their first manufacturing facility will be located in Monroe and is expected to employee over 1,400 employees. The company is expected to attract over 1,600 secondary supplier jobs as the new manufacturing operation gets underway.


Other major employers in the Monroe area include, J. P. Morgan CHASE Mortgage Company and Bank, Graphic Packaging, Angus Chemical, St. Francis Medical Center, Con Agra Lam Weston, Berry Plastic, Bancroft Bag, Entergy, Foster Farms, DG Foods, Glenwood Medical Center and Gardner Denver Thomas.


Monroe also serves as the retail hub for the Northeast Louisiana region. The premier retail shopping destination is Pecanland Mall with over 115 shops restaurants and department stores. Other retail shopping areas are found in Midtown Monroe with boutiques, gift shops and specialty stores. Antique Alley in West Monroe offers a shopping experience for antique lovers. The area also features art studios and gift shops.


Ouachita Parish serves as the medical hub for Northeast Louisiana with three major hospitals and three specialty hospitals. The medical community provides an extensive range of services for the region’s youngest citizens to the area’s oldest citizens. In addition, there are a number of skilled nursing facilities, a cancer institute, pain center and a wound care center.

Louisiana law requires vehicles imported to this state for use upon the highways of Louisiana to be registered. There is an $18.50 fee for a Louisiana title. These vehicles will be subject to a road use tax upon registration. Road use tax due is based upon the current NADA loan value of the vehicle and the rate of tax is determined by the parish/municipality domicile of the vehicle in Louisiana.


As a new Louisiana resident, you are required to transfer your out-of-state driver’s license to Louisiana within 30 days. You must appear in person at a local Office of Motor Vehicles to apply for a Louisiana driver’s license. Please take one primary document, your current, valid out-of-state driver’s license, or official driving record, Social Security Card, and proof of insurance if you own an automobile. Minors, 17 years of age or younger, must be accompanied by custodial parent or legal guardian with picture I.D. All applicants must meet visual and medical requirements. Persons transferring valid, non-commercial, out-of-state licenses will NOT be required to take any examination other than the vision test. The written test will be required if the out-of-state license is expired one year or more. You will be issued a Louisiana license that is equivalent to the one you are surrendering from out of state.
